WASHINGTON, Ind. — Authorities have identified Phillip Waggoner, 51, as the victim in a fatal shooting that occurred on February 7, 2026, in the area of SW 1st Street and Dewey Avenue.
First responders were dispatched at approximately 3:33 p.m. after reports of multiple shots fired. Waggoner was found at the scene and was pronounced deceased.
The suspect, 21-year-old Ashton Baxter, was detained on-site and has been arrested on charges of Murder and Criminal Recklessness with a Deadly Weapon. Officials note that Baxter is presumed innocent until proven guilty.
The investigation remains ongoing, with assistance from the Washington Police Department, Daviess County Sheriff’s Office, Indiana State Police, Washington City Fire, DCH EMS, the Daviess County Prosecutor’s Office, and the Daviess County Coroner’s Office.
Authorities are continuing to gather evidence and encourage anyone with information regarding the incident to contact law enforcement.
